Cheur Foo the full sum of $44.20 due on the

Account of Wages signed by the Master of the

S. S. "Cranley" and presented by the said

Cheuk Foo:

(e) That Your Petitioner had habitually unlawfully

deducted odd cents from the wages of crews when

Your Petitioner had paid them off:

(a) That Your Petitioner had habitually unlawfully

substituted silver dollars short in value

and/or subsidiary silver coins for the bank

notes received by Your Petitioner from the

Masters of Ships for the purpose of paying off

the crews of Ships, thereby making an illicit

profit for himself:

(e) That Your Petitioner had habitually unlawfully

deducted from the wages of crews being paid off

loans made to members of such crews whether by

Boarding House Masters or others, and had

charged a commission to the lenders for so

doing.

On the 30th November 1906 Your Petitioner forwarded to

the Colonial Secretary his Answer to the charges constituting

the grounds upon which His Excellency the Governor had intimated

ed his intention to suspend Your Petitioner from the exercise

of Your Petitioner's office.

A copy of Your Petitioner's said Answer is hereunto

annexed and is marked "A".

On the 17th December 1906 Your Petitioner was informed
